lên tới gần nửa triệu người, 4.8 triệu người phải tỵ nạn bên ngoài Syria và
6.6 triệu người phải tản cư bên trong lãnh thổ nước này, đúng là ngỡ ngàng
và đau đớn thật khi một ứng cử viên tổng thống Hoa Kỳ phát biểu tỉnh bơ
“Aleppo là cái gì?”</font></p>

<font face="Arial">Kính thưa quý vị và anh chị em,</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial"> Aleppo là một thành phố nằm ở phía tây bắc Syria gần
biên giới với Thổ Nhĩ Kỳ. Đó là thủ phủ của tỉnh Aleppo, và là thành phố
đông dân nhất của Syria trước chiến tranh. Ngày nay nó là chiến trường quan
trọng nhất trong cuộc xung đột ở Syria giữa một bên là quân đội của tổng
thống Bashar al-Assad, được Nga và Iran hỗ trợ; và bên kia gồm phe nổi dậy
gồm nhiều nhóm khác nhau; trong đó có những nhóm được Hoa Kỳ và các nước
phương Tây yểm trợ, và cả những nhóm được các quốc gia theo Hồi Giáo Sunni
trong vùng Vịnh đỡ đầu. Quân khủng bố Hồi Giáo IS cũng có mặt tại Aleppo.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Từ năm 2011, các cuộc biểu tình chống chính phủ tại Syria
đã lan rộng thành một cuộc nội chiến, Aleppo đã là một địa bàn quan trọng
cho một số phe phái phiến quân. Cuộc chiến tại Aleppo diễn ra rất ác liệt,
và không một phe nào có thể kiểm soát hoàn toàn được thành phố.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Từ tháng Chín năm ngoái 2015, quân đội của tổng thống
Assad bắt đầu một chiến dịch tái chiếm thành phố. Đến tháng Mười Hai, họ đã
có những tiến bộ đáng kể xung quanh thành phố, và đến ngày 5 tháng Hai, quân
chính phủ bắt đầu bao vây thành phố này.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Trong khi đó trên không, Nga tập trung một phần quan
trọng trong chiến dịch không kích của mình vào các vị trí phiến quân và các
đường tiếp tế trong tỉnh Aleppo. </font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Chiến lược của quân chính phủ là bao vây, ngăn chận đường
tiếp tế ở phần phía Đông thành phố nơi vẫn còn dưới quyền kiểm soát của
phiến quân. Chiến lược này tỏ ra có hiệu quả vì các lực lượng phiến quân mất
ý chí chiến đấu và thường dân thường tỏ ra hợp tác với quân chính phủ để
khỏi phải chết vì đói.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial"> Tháng Bẩy vừa qua, quân chính phủ áp đặt lệnh phong tỏa
trên các vùng nổi dậy, cắt đứt hoàn toàn nguồn tiếp tế, khiến cho 320,000
người có thể bị lâm vào nạn đói.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Trong khi đó, quân phiến loạn pháo kích bừa bãi vào các
khu dân cư trong các quận do chính phủ kiểm soát.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Vào cuối tháng Bảy, các nhóm phiến quân phản công phá vỡ
cuộc bao vây thành phố, cho phép viện trợ được đưa vào.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Ngày 04 tháng 9 một phần phía Đông Aleppo lại bị “bao vây
lại” bởi các lực lượng của chính phủ.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Kính thưa quý vị và anh chị em,</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Những gì diễn ra trong 5 năm qua cho thấy 3 điểm sau đây:</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Thứ nhất: Không bên nào đủ mạnh để đè bẹp đối phương, vì
vậy chiến thắng đạt được rất là mong manh và tạm thời.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Thứ hai: Tại bất kỳ thời điểm nào, hoặc là quân chính phủ
hoặc là các phiến quân sẽ cảm thấy như họ đang chiến thắng trên chiến
trường. Vì thế họ không có động cơ để đi đến một thỏa thuận hòa bình.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Thứ ba: Cả quân chính phủ lẫn phiến quân đều được hậu
thuẫn bởi các tác nhân bên ngoài đất nước, là những kẻ có xu hướng muốn kéo
dài cuộc chiến gần như bất tận trong một cuộc thương thảo nhằm giành được
những ưu thế địa chính trị. </font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">
<font face="Arial">Đấng bản quyền Công Giáo nghi lễ La Tinh tại Aleppo nói
rằng chiến tranh đang leo thang dữ dội tại Aleppo vì các bên tham chiến cảm
thấy rằng người nào kiểm soát được thành phố này sẽ là người giành được
chiến thắng trong cuộc nội chiến tại Syria.</font></p>
<p class="MsoNormal" style="margin-left: 0; margin-right: 0; margin-top: 12px; margin-bottom: 0">

giáo đang “cầu nguyện không ngừng cho hòa bình”, Đức Cha Georges Abou Khazen

lai,” ngài nói thêm. Trong bối cảnh của các dự đoán, người ta tin rằng “sắp
xảy ra một trận chiến lớn, một trận chiến mà tất cả mọi người hy vọng sẽ có
thể tránh được, bởi vì cuối cùng thường dân sẽ là những người phải trả giá
