thực sự cảm nghiệm được tính thượng hội đồng. Theo ngài, nhóm nhỏ của ngài
đã tập chú rất nhiều vào việc chuẩn bị hôn nhân. Các vị giám mục trong nhóm
của ngài cũng dành thì giờ để khảo sát diễn trình tuyên bố hôn nhân vô hiệu
theo sự chỉ dẫn của Tự Sắc do Đức Giáo Hoàng vừa công bố, để bảo đảm là các
vụ tuyên bố này được nhanh chóng.</font></p>

quan trọng và sẽ gây ảnh hưởng cho toàn thế giới. Ngài nói rằng gia đình là
“tế bào sống” trong Giáo Hội. Theo ngài, vai trò của các vị giám mục là làm
quan tòa đầy thương xót tại các giáo phận của mình. Giám mục phải “lắng nghe
như người mẹ” và thực hành biện phân trong các tình huống chuyên biệt. Ngài
cám ơn các giám mục Hoa Kỳ vì đã tiếp đón các di dân Nam Mỹ. Nhiều di dân
nhận được sự tiếp đón trong các giáo xứ Hoa Kỳ. Ngài nói rằng các vị giám
mục Hoa Kỳ cung cấp các dịch vụ giúp đỡ các di dân.</font></p>

Kỳ, một chính sách chia rẽ nhiều gia đình. Ngài nói rằng các vị giám mục Mễ
Tây Cơ và Hoa Kỳ cần làm việc với nhau để nâng đỡ các cuộc hôn nhân bị chia
rẽ vì di dân. Nhiều người di cư, không phải vì tự do chọn lựa, nhưng vì họ
phải làm như thế, để sống còn. Điều này dẫn tới nhiều khó khăn, như bất
trung trong hôn nhân khi các người phối ngẫu không thấy mặt nhau trong một
thời gian dài.</font></p>

mục Phi Châu suy nghĩ. Các vị này rất lạc quan, trước nhất vì chính Thiên
Chúa hướng dẫn các vị và thứ hai vì cung cách Đức Giáo Hoàng Phanxicô dẫn
dắt Giáo Hội. Ngài cám ơn các tín hữu giáo dân đã cầu nguyện cho các đại
biểu Thượng Hội Đồng. Ngài cũng ca ngợi các người sống tốt cuộc hôn nhân của

bởi chủ đề “Sứ Mệnh và Ơn Gọi của Gia Đình trong Giáo Hội và trong Thế Giới”
và theo ngài, một số vấn đề cần được giải quyết tại một nghị hội khác, nhất
là các vấn đề thuộc kỷ luật từng được trình bầy tại Thượng Hội Đồng. Ngài
nhấn mạnh rằng ở Phi Châu, hiện có một quan điểm khác về hôn nhân. “Hôn nhân
không phải giữa hai cá nhân mà là giữa hai gia đình”. Ngài tiếp tục giải
thích rằng không như Tây Phương, việc sống chung thường là một phần trong
diễn trình chuẩn bị hôn nhân do các gia đình đảm nhiệm. Ngài cũng nói tới
vấn đề Giáo Hội phải nâng đỡ ra sao các gia hộ do trẻ em đứng đầu tại Phi
Châu. Một số trẻ nữ phải đảm nhận trách nhiệm đứng đầu các gia hộ vì đại

vị giáo phẩm đều cho hay: Tự Sắc đã đem lại cho các ngài phương tiện cần
thiết để trợ giúp người ta. Điểm khác biệt lớn là các ngài không cần tới
phán quyết thứ hai có tính thượng tố nữa, một việc thường gây ra trì hoãn.
Tuy nhiên, theo các ngài, thủ tục rút ngắn thách thức các vị giám mục phải
có đủ nhân viên thích đáng và phải tuân theo thủ tục này một cách trung
thành. Nếu vụ án quá phức tạp, nó cần được trao cho một diễn trình dài hơn
để Giáo Hội bảo đảm được là sự việc được thực hiện đứng đắn. Đức Hồng Y
Sistach đùa nói rằng một cách xử sự với Tự Sắc có lẽ là lập ra một dòng tu

Thượng Hội Đồng, rằng Giáo Hội phải tìm ra các cách nói mới nhậy cảm và có
tính bao gồm nhiều hơn. Đức Hồng Y Napier nói rằng ta cần phải nhớ rằng đây
là một đề nghị tại Thượng Hội Đồng, làm sao để Giáo Hội trở thành đầy tớ và
người thừa tác. Ngài cảnh báo việc sử dụng thứ ngôn ngữ “chính xác về chính
trị” và nói rằng Giáo Hội cũng phải có tính tiên tri nữa.</font></td>
