kêu gọi Cộng Đồng Quốc Tế hãy tìm cách giúp đỡ cho các phe liên hệ mở rộng
chân trời của họ để vượt qua được những gì là lợi ích riêng tư của họ, và sử
dụng những công cụ của Công Pháp Quốc Tế, và các chính sách, để giải quyết
các tranh chấp đang tiếp diễn.</font></p>
