<font face="Arial">Cả hai vị Giáo Hoàng Gioan Phaolô II và Phanxicô đều ở
tuổi 78 khi viếng thăm Cuba. Tuy nhiên, Đức Giáo Hoàng người Ba Lan yếu hơn
vào thời điểm đó sau khi đã ở ngôi Giáo Hoàng 20 năm. Bất chấp yếu đau, Ngài
đã thăm bốn tỉnh và đọc 12 bài diễn văn.</font></p>

Hoàng khi Ngài trở về Rôma.</font></p>

Giáo Hoàng Gioan Phaolô II cho biết: “ Tôi nhớ lại buổi chiều hôm kết thúc
chuyến tông du. Chúng tôi đang chờ ở sân bay. Castro đến và nói: ‘Tôi hiểu
rõ giá trị tất cả những điều mà Đức Thánh Cha đã phát biểu tại đất nước này,
mặc dù cả những điều mà tôi không thể đồng ý’. Đó là một cách nói rất tế nhị
và lịch sự là cố nhiên ông ta không thể đồng ý với mọi điều mà Đức Giáo

Phaolô II, Fidel Castro đã chấp nhận ít nhất là một yêu cầu thay đổi của
ngài: Ngày 25 tháng 12 là ngày quốc lễ của đảo quốc này. Chuyến tông du đã
trực tiếp làm nên sự thay đổi này và người dân Cuba vui sướng đón nhận điều
đó.</font></p>

tạm cư?</font></p>

<font face="Arial">Có một số lý do khiến những người tỵ nạn nhắm mắt liều
mình đến Châu Âu (hay đến Úc Đại Lợi như trường hợp của những người ra đi từ
Đông Nam Á; hoặc đến nước Mỹ như trường hợp những di dân từ những nước Trung
Mỹ). Lý do thứ nhất là vì những cuộc khủng hoảng tại chính quê hương họ đã
quá nguy hiểm, kéo dài quá lâu trước sự thờ ơ của thế giới đến mức hy vọng
trở về được mái nhà xưa lụi tàn trong lòng người tỵ nạn. Lý do khác là vì dù
có đến được những trại tạm cư, nhưng chính tại đó những nguy hiểm vẫn phủ
lên đầu họ và một tương lai mong manh chờ đón họ và gia đình khi phải bị
giam giữ nhiều năm tại những nơi tạm cư đó.</font></p>

<font face="Arial">Mùa hè năm nay, Cộng Đồng Châu Âu, Hoa Kỳ và Kuwait đã
lần lượt cam kết trợ cấp 1.2 tỷ, 507 triệu và và 500 triệu để giúp đỡ những
người tỵ nạn. Điều đó thật là tốt, nhưng vẫn còn xa lắm mới đạt đến nhu cầu
thực sự là 5 tỷ rưỡi mà Liên Hiệp Quốc nói rất cần cho những người tỵ nạn
này, chưa kể đến 2.9 tỷ cho những người Syrian phải bỏ nhà cửa ngay bên
trong nước Syria của họ. Kết quả là, những trại tiếp đón đều đã quá tải và
không đủ sức cung cấp những nhu cầu cần thiết cho người tỵ nạn. Chính điều
đó đã làm cho người tỵ nạn sống tại đó phải chịu đựng thời tiết lạnh lẽo,
đói khát, và làm mồi cho những bệnh tật huỷ diệt họ.</font></p>

<font face="Arial">Thế là, hàng trăm ngàn người đã hướng về Châu Âu, đa số
băng qua biển Địa Trung Hải trên những con thuyền mong manh kể cả những
chiếc xuồng thể thao bằng cao su nhỏ bé. Những phương tiện ấy không thể dùng
để đi biển. Vì thế thảm kịch là chuyện thường xảy ra. Cơ quan Cao Uỷ Tỵ nạn
Liên Hiệp Quốc ước lượng là có tới 2,500 người đã bỏ xác trong mùa hè vừa
qua khi cố gắng dùng thuyền vượt biển.</font></p>

<font face="Arial">8. Cuộc phiêu lưu trở nên nguy hiểm vì những nước
giàu có cố gắng làm nản lòng người tỵ nạn</font></p>

<font face="Arial">Những quốc gia giàu có với những cố gắng đẩy người tỵ nạn
ra khỏi bờ biển của họ đã rất tích cực lẩn tránh những chính sách có thể
giúp làm cho những chuyến phiêu lưu của người tỵ nạn bớt nguy hiểm hơn.
Chính việc này đã gây thêm những hiểm nguy cho người tỵ nạn. Mùa thu năm
ngoái, nước Anh chẳng hạn, đã cắt bớt việc tài trợ cho những chiến dịch tìm
kiếm và cứu trợ mang tên Mare Nostrum. Trong quá khứ, những chiến dịch này
đã cứu được khoảng 150,000 người mỗi năm. Họ lý luận rằng chiến dịch cứu trợ
như thế sẽ khuyến khích thêm ngườì vượt biển. Chính phủ Ý cũng chấm dứt
chiến dịch cứu trợ này vào tháng 11 vừa qua. Kể từ đó, chương trình Frontex
của Châu Âu đã đảm trách công việc này nhưng họ chỉ thực hiện những cuộc
tuần tiễu cách biên giới khoảng 30 dặm và hoàn toàn không thực hiện nhiệm vụ
tìm-và-cứu người tỵ nạn.</font></p>

<font face="Arial">Kết quả có thể tiên đoán được là khoảng chừng 2,500 người
đã bỏ mạng trên đường trốn chạy tính đến mùa hè vừa qua. Đây hoàn toàn không
phải là một tại nạn. Đó là kết quả của những chính sách mà các nước Châu Âu
đã đưa ra để đẩy lui người tỵ nạn.</font></p>

<font face="Arial">Ngay bên trong lục địa Âu Châu, nhiều nước đang cố gắng
giới hạn người tỵ nạn để họ không vượt qua được biên giới vào nước họ. Hung
Gia Lợi đã thiết lập những hàng rào kẽm gai có gắn những lưỡi dao cạo dọc
biên cương với Serbia trong một cố gắng ngăn chặn người tỵ nạn vào Châu Âu
bằng đường bộ. Hungary cũng đưa ra những luật lệ mới kết án những ai phá
hỏng hay băng qua những hàng rào kẽm gai đó. Và họ đã qui định sẽ phạt tù
tới ba năm những ai vượi biên giới một cách bất hợp pháp. Chính phủ Hung Gia
Lợi cũng cho tạm ngưng những chuyến xe lửa đến nước Đức trong một cố gằng rõ
ràng là làm nản lòng những ai dùng Hung Gia Lợi như một quốc gia trung
chuyển để tìm đường tỵ nạn chính trị tại nước Đức.</font></p>

<font face="Arial">9. Liên Hiệp Âu Châu trước làn sóng người tỵ nạn</font></p>

<font face="Arial">Đa số những quốc gia giầu có nhất trên thế giới, từ lâu
lắm rồi, đã không ngừng từ chối người tỵ nạn và chỉ chịu chấp nhận một lượng
người tỵ nạn ở mức thấp nhất có thể chấp nhận được. Kết quả là, cho đến giờ
phút này, khi mà cuộc khủng hoảng vượt qua tầm kiểm soát, họ vẫn chưa có một
kế hoạch nào để ổn định tình hình, và cũng chẳng có một thoả thuận nào về
việc phải chia sẻ gánh nặng này ra làm sao.</font></p>

<font face="Arial">Cấu trúc Liên Hiệp Châu Âu đặc biệt không phù hợp với vấn
đề này. Trên lý thuyết, Châu Âu phải cùng chung lưng giải quyết, tức là phải
hành động như một quốc gia đoàn kết. Nhưng, trên thực tế, đa số những quốc
gia thành viên Châu Âu không muốn chia sẻ trách nhiệm của họ. Kết quả là, đa
số những người tỵ nạn bị mắc kẹt trong hai hay ba quốc gia mà thôi, đến nỗi
những nước này chẳng bao lâu tràn ngập người tỵ nạn. Điều này thật bất công
cho những quốc gia này cũng như tồi tệ với người tỵ nạn.</font></p>

<font face="Arial">Một phần của tình trạng này là qui luật của Châu Âu có
tên là Qui luật Dublin. Theo qui luật này, người tỵ nạn bắt buộc phải ở lại
tại quốc gia đầu tiên mà họ đặt chân tới cho đến khi đơn xin tỵ nạn của họ
được xét duyệt xong. Về lý thuyết, qui luật này là một phương cách ngăn
không cho người tỵ nạn nộp đơn hết quốc gia này đến quốc gia khác cho đến
khi có một quốc gia nào đó sẵn sàng chấp nhận họ. Nhưng trên thực tế, chính
qui luật này đã khiến hàng ngàn người tỵ nạn phải ở lại Hy Lạp và Italia,
đơn giản là vì hai nước này là nơi những chiếc thuyền của họ dễ cập bến nhất
khi băng qua Địa Trung Hải. và nhiều quốc gia Châu Âu cũng sử dụng qui luật
này để đẩy gánh nặng người tỵ nạn cho hai quốc gia ấy.</font></p>
