cộng ở Hội đồng bảo an LHQ, Đức TGM Auza nhắc đến tầm quan trọng của các ký
giả trong việc cung cấp những tin tức khách quan, giúp các nhà chính trị và
cộng đồng quốc tế đề ra những quyết định đúng đắn để chấm dứt xung đột và
giúp đỡ những người bị tổn thương.</font></p>

<font face="Arial">Phái đoàn Tòa Thánh lấy làm tiếc vì trong thập niên vừa
qua hàng trăm ký giả đã bị giết. Nguyên trong năm 2014 có 69 ký giả bị thiệt
mạng và 221 người khác bị cầm tù. Trong năm nay đã có 25 ký giả bị giết và
156 người bị cầm tù.</font></p>

<font face="Arial">Đức TGM Auza, người Philippines, nhận xét rằng tuy đã có
những văn kiện và hiệp định quốc tế về việc bảo vệ ký giả và thường dân
trong các cuộc xung đột, nhưng cho đến nay, các chính sách bảo vệ quân sự và
những cơ cấu xác định trách nhiệm trong vấn đề này qua các tòa án vẫn còn
thiếu sót và tại nhiều nơi không hề có. Theo phúc trình mới nhất của Ông
Tổng thư ký LHQ về việc bảo vệ thường dân, trong 90% các trường hợp, những
kẻ giết ký giả không bị kết án và chỉ có 5% các thủ phạm bị bắt và truy tố.</font></p>

xung đột, để xem các văn kiện ấy có còn thích hợp hay không, hay là cần đề
ra những biện pháp đặc thù hơn để bảo vệ giới truyền thông, nhất là trong
bối cảnh những cuộc xung đột do các tác nhân không phải là nhà nước gây ra
