Thánh Cha Phanxicô đưa ra vào ngày 13 tháng Ba vừa qua khi cử hành Ngày
Thống Hối tại Đền Thờ Thánh Phêrô, Đức Thánh Cha sẽ chính thức công bố Năm
Thánh Từ Bi bằng một tông chiếu (bull) vào thứ Bảy 11 tháng 4, lúc 5:30
chiều tại Đền Thờ Thánh Phêrô.</font></p>

của tông chiếu trước cửa Năm Thánh tại Đền Thờ Thánh Phêrô. Đức Giáo Hoàng,
sau đó, sẽ chủ sự buổi kinh chiều Vọng Chúa Nhật Kính Lòng Thương Xót. Cử
chỉ này nhằm nhấn mạnh một cách đặc biệt chủ đề cơ bản của Năm Thánh ngoại
thường này: đó là Lòng Thương Xót của Thiên Chúa.</font></p>

<font face="Arial">Thuật ngữ Bull, từ tiếng La Tinh là Bulla, nguyên nghĩa
là một vật hình tròn bằng kim loại được dùng để bảo vệ các con dấu sáp gắn
với một sợi dây vào một tài liệu quan trọng để làm chứng cho tính xác thực
và thẩm quyền của tài liệu ấy. Theo thời gian, thuật ngữ này bắt đầu được sử
dụng đầu tiên để nói về con dấu, sau đó từ này được dùng để chỉ chính tài
liệu. Ngày nay Bull (Tông chiếu hay sắc chỉ) được dùng để chỉ tất cả các văn
kiện giáo hoàng có tầm quan trọng đặc biệt trong đó có đóng con dấu của Đức
Thánh Cha.</font></p>

Thường, ngoài việc chỉ định thời gian cử hành – tức là ngày khai mạc và bế
mạc, còn quy định cụ thể cách thức Năm Thánh được thực hiện và những yếu tố
khác tạo thành tài liệu cơ bản nói lên tinh thần trong đó Năm Thánh được
công bố, và những ý định và kết quả mong đợi của Đức Thánh Cha, là người đã
quyết định mở ra Năm Thánh này cho Giáo Hội.</font></p>

Hoàng công bố vào năm 1933 và 1983. Trong cả hai dịp này, tông chiếu ấn định
Năm Thánh đã được công bố nhân dịp Đại Lễ Chúa Hiển Linh. Như vậy, việc công
bố Năm Thánh 2015 vào chiều vọng Chúa Nhật Kính Lòng Thương Xót Chúa rõ ràng
diễn tả sự quan tâm đặc biệt của Đức Thánh Cha đến chủ đề của Năm Thánh Từ
Bi.</font></td>
