<font face="Arial">Ngài bày tỏ lập trường trên đây trong sứ điệp gửi Hội
nghị Thượng đỉnh Mỹ Châu kỳ 7, nhóm tại Thành Phố Panama trong hai ngày 10
và 11-4-2015 với sự tham dự của 37 vị nguyên thủ quốc gia, trong đó lần đầu
tiên có chủ tịch Raul Castro của Cuba và ông đã có cuộc gặp gỡ lịch sử với
tổng thống Barack Obama của Hoa Kỳ.</font></p>

<font face="Arial">Sứ điệp của ĐTC đã được ĐHY Pietro Parolin, Quốc vụ khanh
Tòa Thánh, tuyên đọc tại Hội nghị, qua đó ngài cầu xin Thiên Chúa cho Hội
nghị, ”nhờ sự chia sẻ các giá trị chung, đạt tới những quyết tâm cộng tác
trong lãnh vực quốc gia hoặc miền, đương đầu thực tế với các vấn đề và
truyền đạt niềm hy vọng”. ĐTC cho biết ngài hoàn toàn đồng ý với chủ đề Hội
nghị thượng đỉnh là ”Thịnh vương trong công bằng: thách đố cộng tác tại Mỹ
châu”. Ngài viết: ”Tôi xác tín rằng sự sự chênh lệch, phân phối bất công sự
giàu sang và tài nguyên, chính là nguồn mạch gây ra những xung đột và bạo
lực nơi các dân tộc, vì nó giả thiết rằng sự tiến bộ của một số người được
kiến tạo bằng sự nhất thiết hy sinh của những người khác, và để có thể sống
xứng đáng, thì phải chiến đấu chống lại người khác. Sự sung túc đạt được như
thế là điều bất công từ cội rễ và xúc phạm đến phẩm giá con người”.</font></p>

<font face="Arial">ĐTC cũng nhận xét rằng ”thách đố lớn trên thế giới ngày
nay là hoàn cầu hóa tình liên đới và tình huynh đệ thay vì thứ hoàn cầu hóa
sự kỳ thị và dửng dưng, và bao lâu người ta chưa đạt được một sự phân phối
đồng đầu các tài nguyên phong phú, thì sẽ không giải quyết được những tai
ương trong xã hội chúng ta” (Xc Evangelii Gaudium 202).</font></p>

<font face="Arial">ĐTC ghi nhận trong nhưng năm gần đây nhiều nước đạt được
sự tiến bộ kinh tế mạnh mẽ, nhưng vẫn còn nhiều nước khác ở trong tình trạng
nghèo đói. Hơn nữa trong các nước đang lên, đa số dân không được hưởng sự
tiến bộ kinh tế chung, và thường thường hố chia cách giữa người giàu và
người nghèo trở nên sâu rộng hơn. Ngài phê bình lý thuyết sai lầm gọi là
”những giọt nước rơi” và sự ”tràn ra thuận lợi” (Xc Evangelii Gaudium 54):
hy vọng những người nghèo nhặt được những mẩu bánh vụn rơi từ bàn ăn của
người giàu, đó là điều sai lầm. Cần có những hoạt động trực tiếp bênh vực
những người kém may mắn nhất, quan tâm tới những người bé bỏng nhất trong
một gia đình, phải là ưu tiên của các chính quyền. Giáo Hội luôn bảo vệ sự
thăng tiến con người cụ thể (Centesimus annus 46), chăm sóc các nhu cầu của
họ và giúp họ cơ hội phát triển”.</font></p>

<font face="Arial">Trong sứ điệp, ĐTC đặc biệt lưu ý vấn đề di cư. Sự chênh
lệch quá lớn về cơ hội giữa một số nước khiến cho nhiều người buộc lòng phải
rời bỏ quê hương, gia đình của mình, và họ dễ trở thành con mồi cho nạn buôn
người và lao động như nô lệ, không được quyền lợi cũng chẳng được công lý...
Đó là những tình trạng trong đó nếu chỉ duy trì luật lệ để bảo vệ các quyền
căn bản của con người thì không đủ.. Trong những tình trạng ấy, luật lệ mà
