(13.02.2015) – Sáng thứ Năm 12 tháng Hai 2015, tại Hội trường Thượng Hội
đồng Giám mục ở Vatican, Đức Thánh Cha đã khai mạc Công nghị Hồng y ngoại
thường. Tham dự Công nghị này có 165 Hồng y, trong đó có 20 Hồng y sẽ được
vinh thăng vào thứ Bảy sắp tới (25 vị vắng mặt vì nhiều lý do). Công nghị
nhóm họp trong hai ngày, 12 và 13 tháng Hai.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Sau khi
đọc Kinh giờ Ba và lời chào mừng của Đức hồng y Niên trưởng Sodano, Đức
Thánh Cha đã ngỏ lời chào các Hồng y tham dự Công nghị, nói lên tính hiệp
đoàn trong Giáo hội.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Ngài cũng
cám ơn Đức hồng y Rodríguez Maradiaga và Đức giám mục Marcello Semeraro đã
trình bày các công việc mà Hội đồng Tư vấn gồm 9 Hồng y đã thực hiện về việc
cải tổ Giáo triều Rôma: “Tổng hợp của các ngài là kết quả của rất nhiều đề
nghị, của các vị đứng đầu các cơ quan Toà Thánh cũng như của các chuyên gia,
mục tiêu vẫn là làm sao vận hành tốt hơn, hợp tác hiệu quả hơn và có được sự
minh bạch trọn vẹn để thực sự thúc đẩy tính công nghị và tính hiệp đoàn. Cải
tổ là phương thế cho một chứng tá Kitô giáo mạnh mẽ hơn, một tinh thần đại
kết hiệu quả hơn, một cuộc đối thoại mang tính xây dựng với mọi người”.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Trong các
cuộc thảo luận trước khi diễn ra Mật nghị Hồng y bầu giáo hoàng hồi tháng Ba
2013, đa số các Hồng y đều mong đợi cuộc cải tổ này sẽ cải thiện căn tính
của Giáo triều, là cơ quan giúp người Kế vị Thánh Phêrô thực thi sứ vụ mục
tử tối cao, vì thiện ích và để phục vụ Giáo hội phổ quát và các Giáo hội địa
phương. Chính trong khi thi hành sứ vụ này mà đức tin và sự hiệp thông của
dân Chúa được củng cố, và sứ vụ cụ thể của Giáo hội trong thế giới được thể
hiện. “Chắc chắn không dễ gì đạt được mục tiêu này. Phải có thời gian và
quyết tâm, nhưng nhất là phải có sự hợp tác nhiều hơn. Trước hết chúng ta
phải dựa vào Chúa Thánh Thần, Đấng hướng dẫn Giáo hội thực sự, và phải cầu
nguyện xin ơn biết phân định. Vì thế, có Chúa Thánh Thần trợ giúp, cuộc gặp
gỡ của chúng ta sẽ đạt hiệu quả nhờ sự đóng góp của mỗi người, khi chúng ta
biết phát biểu trong sự trung thành với Huấn quyền và ý thức rằng mọi sự đều
phải quy về luật tối thượng là phần rỗi các linh hồn”.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Trong phần
trình bày với Công nghị Hồng y, Đức hồng y Rodríguez Maradiaga chủ yếu tập
trung nói về việc cải tổ Giáo triều Rôma và một số vấn đề khác như những quy
định của Thượng Hội đồng Giám mục; công việc của Uỷ ban Bảo vệ Trẻ vị thành
niên; và những mối tương quan với những tổ chức kinh tế của Toà Thánh (COSEA
và IOR).</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Đức cha
Marcello Semeraro, thư ký của Nhóm C9, đã trình bày những nét chính về việc
cải tổ Giáo triều Rôma, dưới ánh sáng của cuộc họp của những vị đứng đầu các
Bộ vào tháng 11-2014. Những vấn đề cần được xem xét là nhiệm vụ của Giáo
triều Rôma; mối tương quan giữa Giáo triều và những cơ quan khác như các Hội
đồng Giám mục; những tiêu chuẩn để hợp lý hoá và đơn giản hoá để hướng dẫn
các nhiệm vụ của Giáo triều; Phủ Quốc vụ khanh; sự phối hợp giữa các Bộ
trong Giáo triều; tương quan giữa tu sĩ và giáo dân; và những thủ tục cần
phải làm khi chuẩn bị cho Tông hiến mới.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Các Hồng y
cũng đã tham khảo về việc thành lập hai Bộ mới. Bộ thứ nhất bao gồm những cơ
quan mà cho tới nay liên quan đến giáo dân, gia đình và đời sống. Bộ thứ hai
đảm trách các vấn đề liên quan đến bác ái, công lý và hoà bình. Có thể tăng
cường thêm nhờ sự cộng tác của các Hội đồng Toà Thánh và các Hàn lâm viện
dành cho các chủ đề trên.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Theo nhận
xét của cha Lombardi, các phát biểu trong khóa họp buổi sáng của 12 vị giám
chức, chủ yếu là các Hồng y, đều là những vị biết rõ những hoạt động của
Giáo triều, mặc dù có những đóng góp thuộc các bối cảnh rất đa dạng. Có nhận
xét rằng việc cải tổ có 2 khía cạnh: thần học và pháp lý, và nhiều trong số
những đề nghị cải tổ liên quan đến giáo luật và thẩm quyền của Giáo hội,
cũng như đến các mối tương quan với hàng giám mục. Cũng nên ghi nhận rằng
Đức giáo hoàng không những được Giáo triều trợ giúp, mà cả Hồng y đoàn và
Thượng Hội đồng Giám mục nữa. Về mặt này, những chủ đề về tính công nghị và
tính hiệp đoàn đã được thảo luận, và các hồng y đã dành ưu tiên cho tính
hiệp đoàn hơn là tính công nghị.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Vấn đề
tiếp tục huấn luyện các nhân viên Giáo triều cũng đã được bàn đến và các
Hồng y đã xét đến khả năng luân phiên đảm nhận trách nhiệm để tránh rơi vào
lối mòn. Trong lĩnh vực này, các Hồng y đã đưa ra những ý kiến thuận và
nghịch. Các ngài nhấn mạnh rằng có một số lĩnh vực đòi hỏi mức độ chuyên môn
cao và vì thế, thay đổi là không hợp lý.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Chiều hôm
trước, thứ Tư 11 tháng Hai, Hội đồng Hồng y Tư vấn đã kết thúc Khoá họp diễn
ra trong ba ngày bàn về việc cải tổ Giáo triều Rôma. Cha Lombardi cho biết
