(14.02.2015) – Sáng thứ Sáu 13-02, Công nghị Hồng y ngoại thường bước sang
ngày thứ hai, cũng là ngày cuối cùng, dưới sự chủ trì của Đức Thánh Cha
Phanxicô. Trong cuộc họp báo buổi trưa, cha Lombardi cho biết Đức Thánh Cha
đã quyết định tiếp tục nhóm họp Công nghị vào buổi chiều, với phần tường
trình của Đức hồng y Seán Patrick O’Malley về hoạt động của Uỷ ban Bảo vệ
Trẻ vị thành niên.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Cha
Lombardi cũng nói thêm: Chiều hôm trước, có 28 Hồng y đã phát biểu trong bầu
khí thoải mái, đề cập một số điểm cải tổ Giáo triều Rôma, đặc biệt là mối
tương quan với các giáo hội địa phương. Tất cả đều nhấn mạnh đến sự cần
thiết của việc phân quyền và tính bổ trợ, nhằm cải thiện hoạt động của công
tác phục vụ. Một số Hồng y nhắc lại tầm quan trọng cần có một cơ quan trung
ương của Toà Thánh, nhưng vẫn trân trọng kinh nghiệm của các giám mục địa
phương; các giám mục sẽ không bị gây áp lực, nhưng trái lại còn được bảo đảm
bởi chính hoạt động của Giáo triều Rôma. Về sự điều phối, cơ quan này phải
nhấn mạnh đến tinh thần hiệp thông giữa các Bộ, cũng như mối liên lạc nội bộ
trong một nhãn quan chung của sứ vụ.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Như vậy có
lẽ các Uỷ ban liên bộ sẽ được thiết lập để diễn tả rõ nét hơn tính hiệp đoàn.
Tiếp theo, về các quan hệ của Toà Thánh với các cơ quan và các tổ chức quốc
tế, các Hồng y nhấn mạnh đến hoạt động của Phủ Quốc vụ khanh Toà Thánh, cơ
quan này bảo đảm có sự thống nhất lập trường và quan điểm chung. Tuy nhiên
điều này không có nghĩa là Phủ Quốc vụ khanh hoạt động một mình, nhưng có sự
phối hợp với các cơ quan chuyên môn, luôn thống nhất trong hành động. Nguyên
tắc đơn giản hóa là tiêu chuẩn được các hồng y rất chia sẻ, cũng như cần
phải nâng cao trình độ của các nhân viên trong Giáo triều, không những
chuyên nghiệp mà còn phải có tinh thần Giáo hội. Nên khuyến khích nhiều nơi
trên thế giới cùng suy tư về khái niệm tính phổ quát và các phương thế nhằm
cải thiện việc áp dụng tính phổ quát này. Nhất là cần có sự cộng tác của
giáo dân và phụ nữ với các trách vụ ngay trong Giáo triều. Một số hồng y cho
rằng điều cần thiết là đừng làm mất đi những thành tựu tích cực của Tông
hiến Pastor Bonus hiện nay, nhưng cũng đừng phá vỡ tính liên tục của Giáo
hội nhân danh cải tổ. Vả lại sự đồng thuận cũng đã tỏ hiện qua sự chuyển
tiếp dần dần, nghĩa là không cần chờ đến kết quả của kế hoạch cải tổ.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Sáng thứ
Sáu, 164 hồng y hiện diện đã nghe bản tường trình về lĩnh vực kinh tế, do
Đức hồng y George Pell, Chủ tịch Quốc vụ viện Kinh tế, trình bày, được bổ
sung bằng phần trình bày của tiến sĩ Joseph F.X. Zahra, Chủ tịch Uỷ ban Tham
vấn về Tổ chức kinh tế–quản trị của Toà Thánh (COSEA). Ông Zahra đã trình
bày những công việc đã thực hiện từ một năm qua.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Cuối cùng,
Đức hồng y Reinhard Marx đã trình bày về thẩm quyền và công việc của Hội
đồng kinh tế. Sau bài phát biểu thứ hai của Đức hồng y Pell về tài chính,
ông Jean-Baptiste Douville de Franssu, Chủ tịch Viện giáo vụ (IOR) –tức ngân
hàng Vatican– trình bày tổng kết hoạt động của cơ quan này. Đây là lần đầu
tiên Hồng y đoàn được nghe báo cáo chi tiết về các khía cạnh kinh tế và tài
chính. Sau các bài trình bày, các hồng y đã đặt nhiều câu hỏi, yêu cầu giải
thích chi tiết cụ thể hơn. Các ngài đánh giá cao về công việc tái tổ chức đã
thực hiện và tin tưởng rằng đây là cuộc cải tổ đầy thuyết phục, đặt ưu tiên
cho tính minh bạch, liêm chính và chuyên môn. Các ngài cũng ca ngợi tốc độ
của cải tổ, cụ thể đã có một số cơ quan làm việc theo những hướng dẫn mới.
Công cuộc cải tổ, như đã được khẳng định, đã củng cố thêm tính khả tín của
Giáo hội. Cuối cùng, Công nghị cũng thảo luận về các vấn đề kỹ thuật liên
quan đến một số cơ quan phụ thuộc Tòa Thánh như Thành quốc Vatican.</font></td>
