một số dấu hiệu tích cực gần đây song vẫn còn rào cản cần vượt qua.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Mặc dù một
giám mục Trung Quốc bị cầm tù lâu ngày qua đời gần đây, song có những dấu
hiệu khác nhau cho thấy Trung Quốc có định cải thiện quan hệ với Tòa Thánh.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Dấu hiệu
đầu tiên là phản ứng của bộ ngoại giao Trung Quốc về bức điện tín của Đức
Thánh cha Phanxicô gửi cho Chủ tịch Trung Quốc Tập Cận Bình trong chuyến bay
từ Philippines về Rôma, đi ngang qua không phận của Trung Quốc. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Và một vài
ngày sau, hôm 21-1, Hua Chunying, người phát ngôn cho bộ ngoại giao Trung
Quốc nói chính phủ Trung Quốc “sẵn sàng đối thoại xây dựng với Vatican dựa
trên các nguyên tắc thích hợp”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Hua còn
nói thêm “Trung Quốc luôn chân thành muốn cải thiện quan hệ với Vatican, và
đã có nhiều nỗ lực cho mục đích này”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Lời của
Hua một lần nữa chứng tỏ chính sách tôn giáo mới được ông Tập, người được
bầu làm chủ tịch nước Trung Quốc hồi tháng 3-2013, được thi hành. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Một viên
chức Vatican tham gia các cuộc đàm phán với Trung Quốc nói hôm thứ Tư rằng
“khi Trung Quốc muốn thay đổi chính sách, họ thường tiến hành đưa ra các lời
tuyên bố từ cấp trung, để xem phản ứng của người dân như thế nào”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Đây là lý
do viên chức này xem lời của Hua “là một kiểu thăm dò ý kiến, để làm cho
người dân Trung Quốc tin tưởng lập trường mới của Trung Quốc về quan hệ với
Tòa Thánh”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Mặc dù vậy,
thời gian để Trung Quốc và Tòa Thánh thiết lập quan hệ ngoại giao vẫn còn xa. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Bước đi cụ
thể đầu tiên hướng đến cải thiện quan hệ có thể là một loại thỏa thuận giữa
Tòa Thánh và Trung Quốc về các vấn đề như tự do tôn giáo và tự do thờ tự. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Một trong
những nguyên tắc chỉ đạo của các nhà ngoại giao Vatican là tìm kiếm một “sự
tự do hợp lý”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Giáo hội
Trung Quốc thường được miêu tả là bị chia rẽ, giữa Giáo hội ‘chính thức’,
Hội Yêu nước, có quan hệ với chính quyền; và Giáo hội ‘bí mật’, bị ngược đãi
và có các vụ bổ nhiệm giám mục thường không được chính quyền Trung Quốc công
nhận.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial"> </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Hội Yêu
nước đã bổ nhiệm giám mục bất hợp thức không được Rôma chấp thuận trong
nhiều năm qua.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial"> Mặt khác,
có các giám mục được Vatican bổ nhiệm lại không được chính quyền Trung Quốc
công nhận. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Chính
quyền Trung Quốc còn độc đoán hủy bỏ một số giáo phận Trung Quốc, và tự phân
chia lại địa hạt giáo phận của các giám mục khác với trong Niên giám Tòa
Thánh. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Tất cả
những vấn đề này cần được nêu lên trong “thỏa thuận cuối cùng giữa Vatican
và Trung Quốc”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Một vấn đề
cấp bách nữa là sự đối xử với các linh mục và giám mục trung thành với Rôma. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Theo tin
hôm 31-1, Đức Giám mục Cosmas Shi Enxiang của Yixian qua đời sau 14 năm bị
giam cầm trong một nơi bí mật, nhưng không bị kết tội. Gia đình ngài được
thông báo về cái chết của ngài vào ngày hôm trước đó, nhưng không được cung
cấp thêm thông tin gì khác. Đức cha Shi 94 tuổi, lần đầu tiên bị bắt vào năm
1954.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial"> Vì hiện
nay Đức cha Shi đã chết, Đức Giám mục James Su Zhimin của Baoding là giám
mục thuộc Giáo hội bí mật duy nhất còn đang bị giam cầm bí mật. Ngài bị
chính quyền Trung Quốc bắt giam từ năm 1997. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Những vụ
bắt giam và chết như thế “không được các phương tiện truyền thông lớn đưa
tin, có lẽ lo ngại không muốn làm tổn hại quan hệ với nhà nước Trung Quốc
mạnh về mặt kinh tế”, viên chức Vatican bình luận. “Nhưng nói thật tình
trạng này cần phải được giải quyết”. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Tòa Thánh
đã cam kết với người Công giáo Trung Quốc, có ý muốn bảo vệ và giúp các Kitô
hữu bị ngược đãi trong quốc gia này, và quan hệ giữa Vatican và Trung Quốc
thay đổi bất thường. </font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Sau khi
Đức Bênêđictô XVI gửi tông thư cho người Công giáo Trung Quốc, quan hệ giữa
hai bên dường như được cải thiện, các vụ bổ nhiệm giám mục được cả Vatican
