sáng 12-2-2015, ĐTC đã khai mạc công nghị ngoại thường của Hồng Y đoàn và đề
cao mục đích cuộc cải tổ các cơ quan trung ương Tòa Thánh.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Trong số
165 vị hiện diện tại Công nghị ở Hội trường Thượng HĐGM ở Nội thành Vatican
cũng có 20 tiến chức Hồng Y sẽ được bổ nhiệm thứ bẩy ngày 14-2-2015, trong
đó có ĐHY Phêrô Nguyễn Văn Nhơn, TGM Hà Nội.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Trong lời
mở đầu sau kinh giờ Ba, ĐHY niên trưởng Angelo Sodano đã chào mừng Đức Thánh
Cha và cho biết các Hồng y cộng tác với ngài trong việc cải tổ Giáo triều
Roma. Ngài cũng nói là có 25 HY xin kiếu không đến dự công nghị vì lý do già
yếu.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Tiếp lời,
ĐTC đã chào mừng 20 vị HY tân cử và cám ơn các HY khác đã đến tham dự. Đặc
biệt ngài cám ơn Hội đồng 9 Hồng y cố vấn cũng như Đức Cha Marcello Semeraro
GM giáo phận Albano, Tổng thư ký của Hội đồng 9 Hồng y cố vấn, đồng thời
cũng là vị trình bày tổng hợp tiến trình làm việc trong những tháng qua của
Hội đồng HY này nhắm đạt tới một dự thảo Tông hiến mới cải tổ giáo triều
Roma. ĐTC nói:</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">”Mục đích
cần đạt tới vẫn luôn là tạo điều kiện để có sự hòa hợp nhiều hơn trong hoạt
động của các cơ quan Trung ương Tòa Thánh, để thực hiện một sự cộng tác hữu
hiệu hơn trong sự minh bạch tuyệt đối, kiến tạo công nghị tính và đoàn thể
tính chân thực.”</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">ĐTC minh
xác rằng: Cuộc cải tổ tự nó không là một mục tiêu, nhưng là một phương thế
để làm chứng tá Kitô mạnh mẽ hơn, để đạt tới sự loan báo Tin Mừng hữu hiệu
hơn, để thăng tiến tinh thần đại kết phong phú hơn, để khích lệ một cuộc đối
thoại xây dựng hơn với mọi người. Cuộc cải tổ này, vốn được đại đa số các
hồng y nồng nhiệt mong ước trong các phiên họp trước mật nghị bầu giáo hoàng,
phải củng cố hơn nữa căn tính của Giáo triều Roma, nghĩa là phụ giúp Người
Kế Vị Thánh Phêrô trong việc thi hành nhiệm vụ mục tử tối cao hầu mưu ích và
phục vụ Giáo hội hoàn vũ và các Giáo hội địa phương. Nhờ sứ vụ này, sự hiệp
nhất đức tin, tình hiệp thông của Dân Chúa được củng cố và sứ mạng của Giáo
Hội trên thế giới được củng cố.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">ĐTC nhìn
nhận rằng: ”Chắc chắn đạt tới mục tiêu ấy không phải là điều dễ dàng, nó đòi
phải có thời gian, sự quyết tâm, và nhất là sự cộng tác của tất cả mọi người.
Nhưng để thực hiện điều này, trước tiên chúng ta phải tín thác nơi Chúa
Thánh Linh, là Đấng thực sự hướng dẫn Giáo Hội, và khẩn cầu Chúa ban ơn phân
đích chân thực.”</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Trong
phiên họp, ĐHY Rodriguez Maradiaga, SDB, Điều hợp viên nhóm 9 Hồng Y cố vấn,
đã gợi lại tiến trình lịch sử của Hội đồng này, rồi Đức Cha Semeraro đã
trình bày cho Hồng y đoàn công việc và các ý kiến của Hội đồng Hồng y cố vấn,
trước khi các Hồng Y góp ý kiến. Có 12 vị lên tiếng phát biểu.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Phiên
phiên họp đầu tiên kết thúc lúc 12 giờ rưỡi. ĐTC đã tiếp kiến bà Sgahindokht,
Phó Tổng Tổng cộng hòa Hồi giáo Iran, trước khi bà hội kiến với ĐHY Quốc vụ
khanh Parolin.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Ban chiều,
các Hồng y tái nhóm từ lúc 5 giờ đến 7 giờ chiều.</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Họp báo
của Cha Lombardi</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Về vấn đề
cải tổ Giáo triều Roma, trong cuộc họp báo hôm 11-2-2015 Cha Lombardi, Giám
đốc Phòng Báo Chí Tòa Thánh, nhấn mạnh rằng chưa hề có dự thảo Tông hiến mới
về giáo triều Roma, với danh sách tất cả các cơ quan trung ương Tòa Thánh và
trách nhiệm của các cơ quan này. Nhưng dường như đề nghị gộp một số Hội đồng
Tòa Thánh lại trở nên cụ thể và có chi tiết nhiều hơn. Theo đó 2 Hội đồng
Tòa Thánh về giáo dân và gia đình sẽ được gộp với Hàn lâm viên Tòa Thánh về
sự sống thành một cơ quan mới, và 3 Hội đồng về công lý hòa bình, Hội đồng
bác ái Cor Unum, Mục vụ di dân và du lịch sẽ được gộp thành một cơ quan khác.
Trong cuộc họp báo trưa ngày 12-2-2015, cha Lombardi nhấn mạnh nhiều hơn về
việc thành lập hai cơ quan mới mà cha gọi là ”Bộ” (Congregazioni). Dầu sao
tiến trình cải tổ giáo triều là một con đường dài.. Tôi thấy hình như không
có nhiều ý tưởng cụ thể khác để sẵn sàng được toàn thể Hồng y đoàn thảo luận
trong dịp này.”</font></p>
<p style="margin-top: 0cm; margin-bottom: 8pt"><font face="Arial">Trong 2
ngày Công nghị ngoại thường này, ĐHY George Pell, người Úc, Chủ tịch Văn
phòng kinh tế của Tòa Thánh, tường trình cho các Hồng Y công việc của Văn

hoàn vũ”. ĐHY cũng khẳng định rằng ”Thượng HĐGM, các HĐGM cũng như Liên hiệp
các Giáo Hội địa phương thuộc về một phân loại thần học khác với Giáo triều
Roma”.</font></p>
