1. Khởi đầu Năm Mới này, tôi xin chân thành gửi những lời cầu chúc hoà
bình tới mọi dân tộc và mọi quốc gia trên thế giới, tới các vị lãnh đạo
nhà nước và chính phủ, các vị lãnh đạo tôn giáo, dân sự và cộng đồng.
Tôi cầu chúc hoà bình cho hết mọi người nam, nữ và trẻ em, và tôi nguyện
xin cho hình ảnh Thiên Chúa và sự tương đồng với Ngài nơi mỗi con người
chúng ta có thể làm cho chúng ta nhận biết được nhau là những tặng phẩm
thánh thiêng có một phẩm giá vô hạn. Nhất là trong những tình trạng xung
đột, chúng ta hãy biết tôn trọng điều này, đó là “phẩm giá sâu xa nhất”
của chúng ta,[1] và hãy làm cho lập trường phi bạo lực tích cực trở
thành lối sống của chúng ta.</p>

Đây là Sứ điệp thứ năm mươi của Ngày Hoà Bình Thế Giới. Trong Ngày Hoà
Bình Thế Giới đầu tiên, Đức Chân Phúc Giáo Hoàng Phaolô VI đã nói với
toàn thể mọi dân tộc, không phải chỉ nói riêng người Công giáo, một cách
tuyệt đối rõ ràng: “Hoà bình là đường hướng đích thực duy nhất cho sự
tiến bộ của nhân loại – chứ không phải là những căng thẳng gây ra bởi
những chủ nghĩa dân tộc đầy tham vọng, hay những những cuộc chinh phục
bằng bạo lực, hoặc những sự đàn áp làm chỗ dựa cho một thứ cơ cấu dân sự
giả dối.” Ngài đã cảnh báo về “mối nguy hiểm khi tin rằng các cuộc tranh
chấp quốc tế không thể nào được giải quyết bằng đường lối của lý trí,
nghĩa là bằng sự thương thảo dựa trên luật pháp, công lý và sự bình
đẳng, mà lại chỉ dựa vào những phương sách dùng vũ lực nhằm đe doạ và
hủy diệt.” Trái lại, ngài trưng dẫn Thông điệp <i style="margin: 0px; padding: 0px">Hoà
bình trên Trái đất </i>của vị tiền nhiệm là Thánh Giáo hoàng Gioan
XXIII, và ngài tán dương “ý thức và lòng yêu chuộng hoà bình dựa trên
chân lý, công lý, tự do và tình yêu thương.”[2] Được phát biểu cách đây
năm mươi năm, những lời này vẫn còn giữ nguyên ý nghĩa và tính khẩn
trương.</p>

Nhân dịp này, tôi muốn suy tư về đường lối phi bạo lực như một đường lối
chính trị vì hoà bình. Tôi khẩn xin Thiên Chúa giúp cho tất cả chúng ta
vun trồng đường lối phi bạo lực trong những tư tưởng và giá trị riêng tư
nhất của chúng ta. Ước gì lòng bác ái và đường lối phi bạo lực điều
khiển cung cách chúng ta đối xử với nhau trong tương quan giữa các cá
nhân, trong xã hội cũng như trong đời sống quốc tế. Khi các nạn nhân của
bạo lực có thể đề kháng lại cám dỗ trả thù, họ trở nên những người cổ vũ
đáng tin cậy nhất cho việc xây dựng hoà bình phi bạo lực. Trong những
hoàn cảnh có tính cách địa phương và thông thường nhất cũng như trong cơ
cấu quốc tế, ước gì phi bạo lực trở nên nét nổi bật của những quyết
định, những quan hệ và những hành động của chúng ta, và của đời sống
chính trị dưới mọi hình thức, chắc chắn như thế.</p>

2. Trong khi thế kỷ vừa qua đã phải chứng kiến cảnh tàn phá của hai cuộc
Thế chiến đầy chết chóc, mối đe doạ chiến tranh hạt nhân và rất nhiều
cuộc xung đột khác, thì hôm nay, đáng buồn thay, chúng ta lại đang thấy
chính chúng ta vướng mắc vào một <i style="margin: 0px; padding: 0px">cuộc
thế chiến </i>rất ghê sợ<i style="margin: 0px; padding: 0px"> cứ tấn
công từng phần</i>. Không dễ gì biết được liệu thế giới chúng ta ngày
nay có bạo lực nhiều hơn hay ít hơn ngày xưa, hoặc biết được liệu những
phương tiện thông tin hiện đại và tính cơ động lớn hơn đã làm cho chúng
ta ý thức hơn về bạo lực, hay, trái lại, làm cho chúng ta ngày càng quen
với nó.</p>

Dù sao ta cũng biết rằng thứ bạo lực “từng phần” này, thuộc những thứ
loại và mức độ khác nhau, đều gây ra những đau khổ lớn lao: chiến tranh
trong các quốc gia và các châu lục; khủng bố, tội ác có tổ chức, và
những hành vi bạo lực bất ngờ; những sự lạm dụng và xâm hại mà di dân và
các nạn nhân tệ nạn buôn người phải hứng chịu; và sự tàn phá hủy diệt
môi sinh. Điều này dẫn tới đâu? Bạo lực có thể đạt được mục tiêu có giá
trị lâu dài nào không? Hay là nó chỉ dẫn tới sự trả thù và một loạt
những xung đột chết người chỉ có lợi cho một số ít kẻ “quân phiệt”?</p>

Bạo lực không phải là phép chữa trị cho thế giới đổ vỡ của chúng ta.
Chống lại bạo lực bằng bạo lực may mắn lắm là dẫn tới những cuộc cưỡng
bách di cư với biết bao là khốn khổ, bởi vì biết bao tài nguyên khổng lồ
đã bị chuyển hướng sang mục đích quân sự và vượt ra khỏi mục đích thoả
mãn nhu cầu hằng ngày của những người trẻ, các gia đình gặp cảnh vất vả
cơ cực, những người già yếu, những kẻ tàn tật, và đại đa số dân chúng
trên thế giới. Nếu xảy ra điều tệ hại nhất, bạo lực có thể dẫn đến chết
chóc, về thể lý cũng như về tinh thần, cho nhiều người, nếu không phải
là cho tất cả.</p>

<i style="margin: 0px; padding: 0px">Tin Mừng</i></b></p>

3. Chính Chúa Giêsu đã từng sống trong những thời đầy bạo lực. Tuy
nhiên, Ngài lại dạy rằng chiến trường thực sự, ở đó bạo lực và hoà bình
gặp nhau, là chính lòng con người: vì “từ bên trong, từ lòng con người
phát xuất những ý định xấu” (Mc 7,21). Nhưng sứ điệp của Đức Kitô về
phương diện này dạy chúng ta một cách tiếp cận triệt để tích cực. Ngài
luôn giảng dạy tình yêu vô điều kiện của Thiên Chúa, vốn hằng đón nhận
và tha thứ. Ngài dạy các môn đệ phải yêu thương kẻ thù (x. Mt 5,44) và
đưa cả má bên kia ra nữa (x. Mt 5,39). Khi Ngài khiến những kẻ buộc tội
không dám ném đá người phụ nữ bị bắt quả tang ngoại tình (x. Ga 8,1-11),
và khi, vào đêm trước khi chịu chết, Ngài bảo ông Phêrô xỏ gươm vào vỏ
(x. Mt 26,52), Chúa Giêsu đã vạch ra con đường phi bạo lực. Ngài đã đi
con đường đó cho đến tận cùng, cho tới tận thập giá, nhờ đó Ngài đã trở
nên sự bình an cho chúng ta, và kết thúc sự thù hận (x. Ep 2, 14-16).
Bất cứ ai đón nhận Tin Mừng của Chúa Giêsu đều có thể nhìn nhận có bạo
lực nơi mình và được chữa lành bởi lòng thương xót của Thiên Chúa, và
đến lượt mình, lại trở nên một dụng cụ cho sự hoà giải. Theo lời Thánh
Phanxicô Assisi: “Khi môi miệng bạn loan báo sự bình an thì hãy bảo đảm
rằng bạn đang có sự bình an lớn hơn trong tâm hồn bạn”.[3]</p>

Để được là môn đệ đích thực của Chúa Giêsu hôm nay cũng có nghĩa là
chúng ta phải tuân theo giáo huấn của Ngài về phi bạo lực. Như vị tiền
nhiệm của tôi là Đức Bênêđictô XVI đã nhận xét, giáo huấn này “là chân
thực bởi vì đã nhận thấy trên thế giới có quá nhiều bạo lực, quá nhiều
bất công, và do đó, tình trạng này không thể nào giải quyết được, ngoại
trừ chống lại bạo lực bằng nhiều tình yêu thương hơn, bằng nhiều tình
nhân hậu hơn nữa. Cái ‘nhiều hơn’ này đến từ Thiên Chúa.”[4] Ngài nhấn
mạnh tiếp rằng: “Đối với Kitô hữu, phi bạo lực không phải chỉ là cách cư
xử theo chiến thuật mà thôi, nhưng đó còn là lối sống của một nhân vị,
thái độ của một con người xác tín vào tình yêu và năng quyền của Thiên
Chúa, đến nỗi không còn sợ khắc phục sự dữ bằng duy vũ khí của tình yêu
và chân lý. Yêu thương kẻ thù của mình chính là hạt nhân của “cách mạng
Kitô giáo.”[5]<sup style="margin: 0px; padding: 0px"> </sup>Lệnh truyền
của Tin Mừng đòi chúng ta phải yêu thương kẻ thù (x. Lc 6, 27) “quả thực
đươc coi như đại hiến chương của đường lối phi bạo lực Kitô giáo. Lệnh
đó không dạy ta phải chịu thua sự ác…, nhưng là dạy ta lấy thiện để đáp
lại cái ác (x. Rm 12,17-21), và nhờ đó mà bẻ gẫy được chuỗi những bất
công.”[6]</p>

<i style="margin: 0px; padding: 0px">Mạnh mẽ hơn bạo lực</i></b></p>

4. Phi bạo lực đôi khi bị hiểu như là đầu hàng, là thiếu dấn thân, và là
sự thụ động, nhưng đây thì không phải như vậy. Khi Mẹ Têrêsa nhận lãnh
Giải Nobel Hoà bình năm 1979, Mẹ đã tuyên bố rõ ràng thông điệp về phi
bạo lực mang tính tích cực của mình: “Trong gia đình chúng ta, chúng ta
đâu cần đến bom đạn và súng ống để hủy diệt hầu có được sự bình an đâu –
mà chỉ cần hợp nhau lại, yêu thương nhau… Và chúng ta sẽ có thể vượt
thắng tất cả mọi sự dữ trên đời.”[7]<sup style="margin: 0px; padding: 0px"> </sup>Vì
sức mạnh của cánh tay làm cho ta lầm lẫn. “Trong khi những kẻ buôn vũ
khí làm công việc của họ, thì lại có những người kiến tạo hoà bình rất
tội nghiệp cống hiến sinh mạng mình để cứu giúp một người, rồi một người
khác, và một người khác và một người khác nữa;” Đối với những người kiến
tạo hoà bình này, Mẹ Têrêsa chính là một biểu tượng, một hình tượng cho
thời đại chúng ta.”[8]<sup style="margin: 0px; padding: 0px"> </sup>Tháng
Chín vừa qua, tôi được niềm vui lớn lao là được tôn phong Mẹ Têrêsa lên
bậc Hiển Thánh. Tôi ca ngợi Mẹ đã luôn luôn sẵn sàng phục vụ hết mọi
người “bằng cách đón nhận và bảo vệ sinh mạng con người, những sinh mạng
còn chưa chào đời cũng như những sinh mạng bị bỏ rơi và loại trừ… Mẹ đã
cúi xuống trước những thân phận sức cùng lực kiệt, bị bỏ mặc chờ chết
bên vệ đường, Mẹ nhìn thấy nơi họ phẩm giá được Thiên Chúa ân ban; Mẹ
lên tiếng trước những cường quốc của thế giới, để họ có thể nhận thức
được trách nhiệm của họ về các tội ác – phải, những tội ác! – của nạn
nghèo khó họ đã gây nên.”[9]<sup style="margin: 0px; padding: 0px"> </sup>Để
đáp ứng lại, sứ mệnh của Mẹ - và Mẹ đại diện cho hàng ngàn, thậm chí
hàng triệu người – là phải vươn tới những khổ đau, với lòng tận tụy
quảng đại, để chạm đến và băng bó từng thân xác bị thương tích, chữa
lành từng mảnh đời tan vỡ.</p>

Sự thực thi dứt khoát và kiên trì đường lối phi bạo lực đã đem đến những
kết quả đầy ấn tượng. Những thành công của Mahatma Gandhi và Khan Abdul
Ghaffar Khan trong công cuộc giải phóng Ấn độ, và của Tiến sĩ Martin
Luther King Jr trong công cuộc chiến đấu chống lại nạn kỳ thị chủng tộc
sẽ không bao giờ bị quên lãng. Đặc biệt các chị em phụ nữ thường là
những người lãnh đạo theo đường lối phi bạo lực, chẳng hạn như Leymah
Gbowee và hàng ngàn phụ nữ ở Liberia, những người từng tổ chức các cuộc
cầu nguyện và phản kháng một cách phi bạo lực, đã dẫn tới những cuộc hoà
đàm cấp cao để kết thúc cuộc nội chiến thứ hai ở Liberia.</p>

Chúng ta cũng không thể nào quên được thập niên đầy những sự kiện đáng
ghi nhớ đã kết thúc bằng sự sụp đổ của các chế độ cộng sản tại Âu châu.
Các cộng đoàn Kitô giáo đã góp phần bằng sự cầu nguyện miệt mài và hành
động dũng cảm của họ. Đặc biệt nhất là sứ vụ và giáo huấn của Đức Thánh
Giáo hoàng Gioan Phaolô II. Khi suy nghĩ về những biến cố của năm 1989,
vị tiền nhiệm của tôi, trong Thông điệp <i style="margin: 0px; padding: 0px">Một
Trăm Năm, </i>đã nêu bật sự kiện là sự biến đổi rất quan trọng trong đời
sống mọi người, các dân tộc và các quốc gia đã xảy ra “do sự phản đối ôn
hoà, chỉ sử dụng vũ khí của sự thật và công lý.”[10]<sup style="margin: 0px; padding: 0px"> </sup>Sự
chyển tiếp chính trị trong boà bình đã thành khả thể một phần là “nhờ
quyết tâm phi bạo lực của những người, vốn luôn luôn không chịu nhượng
bộ sức mạnh của quyền lực, đã thắng lợi hết lần này tới lần khác bằng
cách tìm những phương cách hữu hiệu làm chứng tá cho sự thật.” Đức Gioan
Phaolô II cứ nói mãi: “Cầu mong con người biết tranh đấu cho công lý mà
không cần đến bạo lực, từ bỏ đấu tranh giai cấp trong các tranh chấp nội
bộ của họ, và khước từ chiến tranh trong các tranh chấp quốc tế.”[11]</p>

Hội thánh từng tham gia vào những kế hoạch kiến tạo hoà bình phi bạo lực
tại nhiều quốc gia, bằng cách thuyết phục ngay cả những bên thích sử
dụng bạo lực nhất trong những nỗ lực xây dựng một nền hoà bình công
chính và bền vững.</p>

Những nỗ lực như thế nhân danh các nạn nhân của bất công và bạo lực
không phải là sản nghiệp của một mình Hội thánh Công giáo đâu, mà là
tiêu biểu cho nhiều truyền thống tôn giáo, vì điều này “lòng trắc ẩn và
đường lối phi bạo lực là những yếu tố chủ yếu chỉ cho ta con đường sự
sống.”[12]<sup style="margin: 0px; padding: 0px"> </sup>Tôi mạnh mẽ
khẳng định lại rằng: “Không một tôn giáo nào có chủ trương khủng bố

ta đừng bao giờ chán nhắc đi nhắc lại: “Danh thánh Thiên Chúa không thể
nào được dùng để biện minh cho bạo lực. Chỉ duy hoà bình mới là thánh
thiện. Chỉ duy hoà bình mới là thánh thiện, chứ không phải chiến

5. Nếu bạo lực bắt nguồn từ lòng dạ con người, thì cơ bản mà nói, phi
bạo lực phải được thực hành trước hết ở trong các gia đình. Đây chính là
một phần niềm vui của tình yêu tôi đã mô tả trong tháng Ba vừa qua trong
Tông huấn <i style="margin: 0px; padding: 0px">Niềm Vui Tình Yêu, </i>sau
hai năm suy nghĩ cùng Hội thánh về hôn nhân và gia đình. Gia đình là nơi
thử nghiệm khắc nghiệt tối cần thiết trong đó vợ chồng, cha mẹ, con cái,
anh em chị em, học biết thông đạt và bày tỏ mối quan tâm quảng đại về
nhau, và chính ở đó những sự cọ xát và thậm chí những xung đột phải được
giải quyết không phải bằng vũ lực, nhưng bằng sự đối thoại, sự tôn trọng
và sự quan tâm đến lợi ích của người khác, lòng thương xót và sự tha
thứ.[16]<sup style="margin: 0px; padding: 0px"> </sup>Từ bên trong các
gia đình, niềm vui của tình yêu tràn lan ra khắp thế giới và toả chiếu
cho toàn thể xã hội.[17]<sup style="margin: 0px; padding: 0px"> </sup>Một
đạo đức học về tình huynh đệ và sống chung hoà bình giữa các cá nhân và
giữa các dân tộc không thể cậy dựa trên lôgich của sự sợ hãi, bạo lực và
tinh thần khép kín, nhưng phải dựa trên tinh thần trách nhiệm, sự tôn
trọng và sự đối thoại chân thành. Từ đó, tôi bênh vực việc giải trừ vũ
khí và việc cấm chỉ cũng như hủy bỏ vũ khí hạt nhân: sự răn đe hạt nhân
và sự đe doạ chắc chắn hủy diệt lẫn nhau không thể được dùng làm nền
tảng cho một đạo đức học như thế.[18]<sup style="margin: 0px; padding: 0px"> </sup>Tôi
bênh vực với sự khẩn trương tương đương đối với việc chấm dứt nạn bạo
hành trong gia đình cũng như nạn lạm dụng và xâm hại phụ nữ và trẻ em.</p>

Năm Thánh Lòng Thương xót kết thúc vào tháng Mười Một khuyến khích mỗi
người chúng ta nhìn sâu vào nội tâm và để cho lòng thương xót của Thiên
Chúa tuôn đổ xuống. Năm Thánh dạy cho ta hiểu ra được có biết bao nhiêu
là cá nhân và tập thể xã hội rất đa dạng còn đang bị hờ hững dửng dưng,
và là nạn nhân của bất công và bạo lực. Họ cũng là phần tử trong “gia
đình” chúng ta. Họ cũng là anh em chị em của chúng ta. Chính sách phi
bạo lực phải khởi sự ngay từ trong gia đình chúng ta, và từ đó lan toả
ra toàn thể gia đình nhân loại.</p>

“Thánh Têrêsa Hài đồng Giêsu mời gọi chúng ta đi theo con đường nhỏ của
tình yêu, đừng bỏ mất một lời tử tế, một nụ cười hay một cử chỉ nhỏ bé
nào có thể gieo vãi bình an và tình thân ái. Một khoa sinh thái học toàn

6. Kiến tạo hoà bình bằng đường lối chủ động phi bạo lực là phần bổ sung
tự nhiên và thiết yếu cho những nỗ lực liên tục của Hội thánh nhằm giới
hạn việc sử dụng vũ lực bằng việc áp dụng những chuẩn mực luân lý. Hội
thánh hành động như thế bằng cách tham dự vào hoạt động của các định chế
quốc tế và bằng sự đóng góp tích cực của rất nhiều Kitô hữu vào công
cuộc dự thảo luật pháp ở mọi cấp độ. Chính Đức Giêsu đã cho chúng ta một
“sách giáo khoa” về chiến lược kiến tạo hoà bình này trong Bài Giảng
Trên Núi. Tám Mối Phúc (x. Mt 5,3-10) cho ta một bức chân dung của con
người có phúc, tốt lành và chân thực. “Phúc cho những ai hiền lành,”
Chúa Giêsu nói với ta, “những ai biết xót thương, những ai kiến tạo hoà
bình, những ai có tâm hồn thanh khiết, và những ai đói khát sự công
chính.”</p>

Đây cũng là một chương trình và một thách đố cho các nhà lãnh đạo tôn
giáo và chính trị, các vị đứng đầu các định chế quốc tế, các nhà quản
trị các doanh nghiệp và các cơ quan truyền thông: áp dụng Tám Mối Phúc
vào việc thực hiện các trách nhiệm của mình. Đó là một thách đố xây dựng
xã hội, cộng đồng và doanh nghiệp bằng cách hành xử như những người kiến
tạo hoà bình. Đó là biểu lộ lòng nhân từ bằng cách từ khước sa thải nhân
sự, tác hại môi trường, hoặc tìm cách thắng lợi với bất cứ giá nào. Để
làm được như vậy đòi hỏi phải “biết sẵn sàng đối diện với điều mâu thuẫn
phía trước, giải quyết điều đó và biến nó thành mối liên kết trong chuỗi
của một tiến trình mới.”[20]<sup style="margin: 0px; padding: 0px"> </sup>Hành
động theo cung cách này có nghĩa là chọn lựa tình liên đới như một đường
lối kiến tạo lịch sử và xây dựng tình bằng hữu trong xã hội. Phi bạo lực
chủ động là một cách biểu lộ rằng đoàn kết thì thực sự mạnh mẽ hơn và
hiệu quả hơn xung đột. Mọi sự trong thế giới này đều liên hệ với
nhau.[21]<sup style="margin: 0px; padding: 0px"> </sup>Chắc chắn những
điều khác biệt đều có thể gây ra những va chạm, cọ xát. Nhưng chúng ta
hãy đối phó với chúng một cách xây dựng và phi bạo lực, để cho “những
căng thẳng và chống đối” có thể thực hiện một sự hợp nhất đa dạng hoá và
đem lại sức sống”, bảo tồn được “những gì có giá trị và hữu ích về cả
hai phía.”[22]</p>

Tôi cam đoan rằng Hội thánh sẽ trợ giúp mọi nỗ lực kiến tạo hoà bình
bằng đường lối phi bạo lực một cách chủ động và sáng tạo. Vào ngày 01
tháng Giêng 2017 này, bộ Thăng tiến sự Phát triển Con người Toàn diện sẽ
khởi sự những hoạt động của mình. Bộ này sẽ giúp Hội thánh tiến hành
theo một đường lối hiệu quả hơn bao giờ hết “những lợi ích vô giá của
công lý, hoà bình, và công tác chăm sóc thụ tạo” và sự quan tâm đối với
“những người di cư, những người nghèo khổ, những người đau yếu, những
người bị loại trừ và sống ngoài lề xã hội, những người bị tù đầy và
những người thất nghiệp, cũng như những nạn nhân của những cuộc xung đột
vũ trang, của những thiên tai, và của mọi hình thức nô lệ hoá và hành hạ
con người.”[23] Mỗi một sự đáp ứng trên đây, dù khiêm tốn đến đâu, cũng
góp phần kiến tạo một thế giới phi bạo lực, bước đầu tiên dẫn tới công
lý và hoà bình.</p>

“Tất cả chúng ta đều mong muốn hoà bình. Nhiều người hằng kiến tạo hoà

chăm lo cho ngôi nhà chung của chúng ta. “Không có gì là không thể nếu
chúng ta hướng lên Thiên Chúa mà cầu xin. Mỗi người đều có thể là một
người thợ kiến tạo hoà bình.”[25]</p>
