<font size="5">Hai tuần sau khi Tòa Án Tối Cao lật ngược
phán quyết vụ Roe v Wade, hôm 8 tháng 7, ông đã ban hành
“Sắc Lệnh Hành Pháp Bảo Vệ Quyền Tiếp Cận Các Dịch Vụ
Chăm Sóc Sức Khỏe Sinh Sản” (<i>Executive Order
Protecting Access to Reproductive Health Care Services.</i>)<i> </i>Ông
gọi đây là một biện pháp ngăn chặn cho đến khi Quốc Hội
có thể bỏ phiếu để luật hóa quyền phá thai trên toàn
quốc. </font></span></p>

<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Theo ông, phán quyết của Tối Cao Pháp
Viện rõ ràng đã tước đi “quyền” của người dân Mỹ mà họ
đã công nhận trong gần 50 năm. Ông tự cho mình bổn phận
phải lấy lại những quyền lợi ấy, thứ mà theo ông, là cho
phép những người phụ nữ được đưa ra các quyết định chăm
sóc sức khỏe trong quá trình sinh sản, cũng như các
quyền cơ bản: quyền riêng tư, quyền tự chủ, quyền tự do
và bình đẳng của họ.</font></span><i><span style="font-family: 'Times New Roman',serif; color: #222222"><font size="5"> </font></span></i></p>

<font size="5">Trong Sắc Lệnh, ông cũng đề cập đến việc
bảo vệ quyền truy cập vào cái gọi là “phá thai bằng dược
phẩm”. Đồng thời ông kêu gọi Bộ Tư Pháp tập hợp các luật
sư chuyên nghiệp để đại diện cho những phụ nữ nếu họ gặp
rắc rối về pháp lý khi theo đuổi việc phá thai. </font></span></p>

<font size="5">Ngoài ra, Sắc Lệnh cũng “mở rộng khả năng
tiếp xúc” với những dịch vụ sức khỏe trong thời gian
sinh nở, bao gồm các nơi cung cấp và kế hoạch hóa gia
đình, việc bảo vệ thông tin trực tuyến về phá thai.<i> </i>[1] </font></span></p>

<font size="5">Rõ ràng là bằng mọi cách, qua vai trò và
quyền hạn của một tổng thống, ông cũng như đảng của ông
muốn tiếp tục hợp pháp phá thai, tiếp tục khuyến khích
và ủng hộ các ông bố, bà mẹ trong việc giết các con của
họ. </font></span></p>

<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Phải chi ông hăng say ngăn chặn sự thâm
nhập và ảnh hưởng của Trung Cộng vào chính trường,
thương trường, văn hóa, xã hội và khoa học của Hoa Kỳ
thì dân ông sẽ hạnh phúc biết mấy? </font></span></p>

<font size="5">Phải chi ông sốt sắng với những sắc lệnh
ngăn chặn sự thâm nhập của làn sóng di dân bất hợp pháp
qua các ngả đường biên giới lỏng lẻo. Những biện pháp
kinh tế làm giảm giá xăng dầu, hạ giá sinh hoạt, và giảm
bớt tội phạm đang gây bất ổn, khiến cho cuộc sống người
dân thấy khó khăn và bị đe dọa! </font></span></p>

<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Nhưng những việc làm ấy xem như không
phải là sở trường, không thuộc khả năng của ông. Ngược
lại, để che đậy những yếu kém này, ông đã chọn một con
đường dễ dãi, mỵ dân, và đi theo xu hướng thời đại. Một
số người có thể cho ông là khôn ngoan, việc làm của ông
mang tính nhân bản; đặc biệt, là chủ trương ủng hộ phá
thai. Nhưng nhìn vào con số bất tín nhiệm, người ta cũng
đã nhận ra ông là một tổng thống kém cỏi và thiếu khả
năng. Theo cuộc thăm dò của CNN được thực hiện bởi SSRS,
66% người Mỹ nghi ngờ rằng không biết ông có phải là
“một lãnh đạo mà họ có thể tin tưởng”, một con số bao
gồm 92% những người Cộng Hòa, 75% những người độc lập,
và 36% những người Dân Chủ. [2] </font></span></p>

<font size="5">Ai cấm những phụ nữ không được phá thai?
Các tiểu bang đã có luật lệ của riêng mình. Tối Cao Pháp
Viện chỉ trả lại quyền quyết định cho mỗi từng tiểu
bang. Các chính quyền tiểu bang sẽ làm những gì mà họ
nghĩ là tốt cho người dân tiểu bang họ, cũng như ông
đang lo cho dân chúng trên bình diện liên bang. </font></span></p>

<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Ai động đến quyền riêng tư, cá nhân của
những người phá thai? Không ai cả. Ngay cả quyền “my
body” (thân thể của tôi), “my choice” (chọn lựa của tôi)
cũng chẳng có ai đụng đến. Họ tự chọn phá thai. Tự cho
mình cái quyền được phá thai. Chính quyền tiểu bang nếu
có, cũng chỉ thay cho tiếng nói các thai nhi để đòi
quyền được sống của các em mà thôi. </font></span></p>

<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Phá thai hay không phá thai có gì liên
quan đến bình đẳng? Trên thế giới, nhất là tại Hoa Kỳ,
quyền bình đẳng là nơi được đề cao hơn nhất. Phụ nữ tại
đây ngày nay đang sánh vai ngang hàng với nam giới trong
hầu hết các lãnh vực, và trong mọi ngành nghề. Quyền
bình đẳng trong quyết định phá thai nếu có là quyền của
cả cha lẫn mẹ. Nó không chỉ riêng dành cho nữ giới. </font></span></p>
<p style="background: white">
<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Có bao nhiêu trường hợp mang thai ngoài ý
muốn. Thế nào là mang thai ngoài ý muốn để đi tới quyết
định loại bỏ một bào thai? Có bao nhiêu trường hợp mang
thai do bị hãm hiếp, bị lợi dụng, lạm dụng và cưỡng bách
tình dục? Hoặc có bao nhiêu trường hợp mang thai mà có
ảnh hưởng đến sức khỏe thể lý, tâm lý, và mạng sống của
người mẹ bị đe dọa? </font></span></p>

<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Thống kê từ Các Trung Tâm Kiểm Soát và
Ngăn Ngừa Bệnh Tật (Centers for Disease Control and
Prevention – CDC) năm 2019, tại Hoa Kỳ có 629.898 trường
hợp phá thai được tường trình từ 49 trung tâm. [3]Năm
2020, có 930.160 trường hợp. [4] </font></span></p>
<p style="background: white">
<span style="font-family: 'Times New Roman',serif; color: #222222">
<font size="5">Nhưng không phải tất cả những trường hợp
phá thai này đều do hậu quả của tệ nạn hiếp dâm, cưỡng
dâm, lợi dụng hay lạm dụng tình dục, hoặc loạn luân. Kết
quả theo thống kê mang tính toàn quốc, những trường hợp
mang thai liên quan đến hiếp dâm là 5.0% trong số những
nạn nhân (tuổi từ 12 đến 45). Đối với những phụ nữ
trưởng thành, con số ước tính mỗi năm là 32.101 trường
hợp mang thai vì bị hiếp dâm. [5]</font></span><span lang="EN" style="font-family: 'Times New Roman',serif; color: #222222"><font size="5"> </font></span></p>

<font size="5">Như vậy, việc ông lên tiếng phản đối phán
quyết của Tối Cao Pháp Viện chỉ là một cái cớ. Lý do
chính có lẽ nằm ở chỗ là ông muốn chạy theo xu thế thời
đại, muốn chứng tỏ mình có quyền. Và biết đâu, ông chẳng
phải đang chịu áp lực từ những người đã đưa ông lên
chiếc ghế quyền lực. Người ta dùng dao, kéo, ống hút,
kim tiêm để cắt, để hút, và để trục thai nhi khỏi lòng
mẹ. Còn ông, ông dùng sắc lệnh. Dù là bất cứ lý do gì,
việc ông liên tiếp lên tiếng hô hào, ủng hộ và nhất là
gần đây, đã dùng sắc lệnh để củng cố quyết tâm của mình
đối với hành động phá thai là một cách khiến bàn tay ông
và nhiều người nhuốm máu. Máu của các thai nhi. Máu của
những trẻ em vô tội không có quyền, và không có cơ hội
lên tiếng bênh vực cho sự có mặt của mình trên trái
đất. </font></span></p>
