Quy tắc số 18 trong sách nghi thức giám mục nói như sau: “bất
cứ khi nào cộng đoàn tụ họp chung quanh bàn thờ cùng với tác
vụ thánh của giám mục, thì đó là dấu chỉ rõ ràng của đức
ái và sự hiệp nhất của Nhiệm Thể, yếu tố cấu thành nên ơn
cứu độ. Do vậy, khi có giám mục, đấng có được sự viên mãn
tròn đầy của chức thánh, hiện diện thì chính ngài phải chủ
sự buổi cử hành phụng vụ đó. Lý do không phải để làm tăng

tại này phải được biểu lộ nơi vai trò chủ sự của ngài ở bất

mà không chủ sự, hai là không cử hành Thánh Lễ nữa. Trong tình
huống như thế, thì chọn lựa một sẽ vừa hợp pháp vừa hợp
